NDIA New England Liaison Col (Ret.) Katrina C. Stephens

Katrina C. Stephens is the Senior Manager, Market Intelligence and Small Business in the Contracting Services Department at MIT Lincoln Laboratory. The Laboratory is awarded more than $1.21 billion in funding per year, with about $624 million subcontracted out annually to acquire goods, services, consultants, and contingent workers.

Stephens is responsible for working across the Laboratory to understand the requirements to increase opportunities, inspire technological innovation and to fulfill the Laboratory’s mission to enrich Small Business Innovation Research and Small Business Technology Transfer Programs. She utilizes her vast knowledge and experience to assess the market through research and exploration of opportunities while working directly with technical divisions to identify current capabilities, future desired states, and ongoing research. Her initiatives help to identify opportunities for partnerships with commercial entities, small businesses, and other universities. Her responsibilities and activities have a valuable effect on the community while also contributing greatly to our national security.

Stephens joined MIT Lincoln Laboratory in February 2023 following a distinguished twenty-six-year career in the United States Air Force. While leveraging her experience and knowledge of program and project management, she is continuing to provide her skills and expertise to United States government agencies and Federally Funded Research and Development Centers.

Stephens received her Bachelor of Science degree from Western Kentucky University and holds a Master’s in Business Administration from Webster University.
