NDIA New England Liaison Kristine Halleck

Kristine Halleck is a Government Contract Specialist with the Connecticut Procurement Technical Assistance Center. CT PTAC is an affiliate of APTAC, the professional organization of and for the Defense Logistics Agency (DLA) funded Procurement Technical Assistance Program.  She is a liaison between industry and government, tasked with supporting the mission and procurement needs of government agencies, fostering business retention and expansion, and assuring business success in the federal marketplace.  Via extensive knowledge of business and government contracting principles and through access to vast resources, Kristine provides a wide range of government contracting assistance, outreach, training, and one-on-one counseling to Connecticut businesses interested in selling their goods or services to federal, state, or local governments. She assists the client to help them thoroughly and accurately understand regulations, requirements and next steps, and helps them evaluate and identify their areas of relative strength and weakness, assess their range of capabilities, capacity, suitability and potential to be effective and to perform successfully in the federal, state, or local procurement marketplace, providing guidance in developing a technical assistance plan outlining how they can most efficiently meet their strategic objectives.  Kristine has been providing Government Contract Management and Procurement principles and processes expertise for the past thirteen years working for both small and large prime and sub-contractors. Her experience covers all aspects of contract preparation, analysis and negotiation, as well as project and program financial and administrative review, proposal preparation, and regulatory compliance, accomplished through collaboration with program, project, IT and finance management, from the production level to the executive tier.  Kristine also has over twenty years’ experience in the banking industry working with small and mid-sized regional banks. Her experience covers customer service management, banking operations and consumer and residential mortgage lending, serving as a participant team member during complete teller system changeover, the transition to deposit and loan imaging, and managing the highly successful Residential Construction Lending portfolio for several years.  Kristine attended State University of NY Oneonta for Literature, University of New Haven for Program Management Certification, she is CVE Certified through the VA and has attended numerous instruction and workshops provided by myriad of federal agencies, with a focus on DOD Cybersecurity/DFARS/NIST SP 800-171 compliance.
