Rich Hornstein is the Deputy Chief of Staff G/5 for Operations and Plans in the Combat Capabilities Development Command (DEVCOM), Soldier Center (SC), Natick MA. He is responsible for conducting innovation and outreach through industry collaboration, technology transfer, patent license agreements, Small Business Innovation and Research
(SBIR), and Small Business Technology Transfer (STTR) programs, Cooperative Research and Development Agreements (CRADA) management; executing operational Soldier support and program integration; and providing current and future operations planning to
underpin the center’s ability to deliver Soldier technologies and capabilities for Army modernization.
He is a retired Army Colonel, and his background includes a diverse breadth of operational, and command, staff, and acquisition assignments in the US, Europe, the Balkans and Southwest and Central Asia. He holds a Bachelor of Arts in History from the University of Rhode Island; a Master of Science in Acquisition and Contract Management from the Florida Institute of Technology; and a Master of Strategic Studies from the United States Army War College.
