NDIA New England Liaison William P. Surrey

William P. Surrey is the Assistant Head of the Contracting Services Department, Contracts and Compliance, at MIT Lincoln Laboratory, which is awarded more than $1 billion in funding per year, with about $500 million subcontracted out to acquire goods and services. Assisting in overseeing this department of roughly 100 people, he is responsible for directing all aspects of contracting; export control; release review of publications; logistics (receiving, shipping, stockroom, calibration, records retention, branded merchandise store); compliance; and Small Business initiatives.

Mr. Surrey is in his third decade of providing acquisition and contracting expertise for United States government agencies and Federally Funded Research and Development Centers.  Among his previous positions, he led multi-billion-dollar programs and served as Director of Contracting for the United States Space Force’s classified space programs.  He volunteers with multiple support agencies, including previously serving on multiple charities’ Boards of Directors and Advisors.

Mr. Surrey holds two Master’s degrees in program management and defense policy, is a certified Project Management Professional with the Project Management Institute, and is certified Level III in both contracting and acquisition with the Defense Acquisition Workforce Improvement Act.
